CCC13 is a specific value assigned to certain codepoints, indicating that they belong to the "Above Right" positional class for diacritical mark attachment. This value, part of the numerical scale from 0 to 254, governs how a combining character interacts with its base character during normalization and rendering. When a mark has CCC13, it is positioned to the upper right of the base glyph, and crucially, this class affects reordering during canonical decomposition: characters with a higher combining class number are placed after those with a lower number, but CCC13 characters are not reordered relative to marks with the same class. This ensures stable text processing for scripts like Hebrew or Arabic, where such positional marks must remain in a specific sequence to preserve meaning and visual correctness.
