It means that these characters, such as ‘a’, ‘b’, or ‘z’, are treated as normal content within a sentence, neither initiating a break nor preventing one unless adjacent to punctuation or other break-inducing characters. In practice, the lower value ensures that lowercase letters do not trigger a sentence end by themselves, but they can be part of the final word before a period, question mark, or exclamation point, thereby allowing the algorithm to correctly identify the actual sentence terminus based on surrounding context, rather than on the letter itself.
